Nineteen of Daniil Medvedev's 21 titles have been achieved on hard surfaces
A resurgent the Russian player claimed his first trophy for 882 days with victory over Frenchman Moutet in the competition final.
The athlete, a ex- world number one, has endured a challenging period, managing just a single victory at the big events and suffering a setback at the New York tournament.
Medvedev's unpredictability on the professional circuit - and difficulties with his serving in especial - caused him exiting of the elite rankings and eventually parting ways with long-time mentor Gilles Cervara.
Currently working with his coach and Rohan Goetzke, Medvedev has gradually advanced in the last few weeks - culminating in a closely contested competitive victory over opponent Moutet.
This represents his first trophy following the 2023 Rome Masters and initial on a hardcourt after spring of that year.
Success also means Medvedev has secured twenty-one victories at twenty-one various events.
"It's the first time I have attended a tournament with my children simultaneously, so to win a championship is especially meaningful," stated tennis professional Medvedev.
"This title is in tribute of my second daughter Victoria, because the initial championship I got when my child my daughter was delivered was for her."
Medvedev, the 2021 US Open champion, had lost his last six championship matches, including in the German tournament earlier this year.
The player's counter-punching play style and frequent reactions on the tennis court had led commentators to wonder if his capacity to perform at the elite level was finished.
But the player has made changes in recent weeks, attempting to come to the net and play assertively, supported by an improved serving game.
The champion recovered from a deficit in the first set against the tricky Moutet, winning four of the final five games to take the lead.
The competitors swapped break points in the middle set before the Frenchman, bidding for his maiden tour title, gained dominance to create a third set.
Moutet defended four early opportunities in a tight deciding set before Medvedev broke to that score to serve for the match.
Appropriately, Medvedev clinched the win with a rally at the net area, with the Frenchman incapable to handle a shot after a lengthy match.
